Meaning:
1: Then,
Seventeenth in the line (of Incarnations), the Lord
incarnated in the womb of
Satyavati from
Rishi Parashara,
2: He
made (i.e. divided) the
Tree of
Vedas into
Shakhas (Branches),
seeing that the
human beings were endowed with
little Intelligence (to comprehend the unified Veda).
